OACCA will convene its 42nd annual spring conference for child and family service professionals on May 1-2, 2018 in Columbus, Ohio. The conference will feature national and state leaders in the behavioral health and child welfare sectors, including government and provider leaders.
A primary theme of conference presentations is opportunities for collaborations and connections between health plans, state and county agencies, and local service provider agencies. The conference will also address the latest policy initiatives impacting providers, including the Medicaid Re-Design, managed care, and Bridges, as well as various clinical, direct practice, management, best practices.

Keynote: Community Collaborations: Strategies to Addressing the Opiate Crisis
Mr. Orman Hall (May 1)
Orman Hall is Ohio’s foremost leader in addressing and solving the Opiate crisis. In his keynote presentation, he will explain how local agencies can collaborate to respond to the Opiate crisis.
Mr. Hall previously held several cabinet posts to the current and former Governors of Ohio, including Director of the Ohio Department of Alcohol and Drug Addiction Services, Director of the Governor’s Cabinet Opiate Action Team, and Manager of Specialized Dockets for the Supreme Court of Ohio. Mr. Hall also served as Executive Director of the Fairfield County Board of Alcohol Drug Addiction and Mental Health Services for many years. He is currently working as a Public Health Analyst and Consultant for the Ohio High Intensity Drug Trafficking Area.
Keynote: The Federal Family First Act: Impact on Ohio’s Child Welfare & Behavioral Health Sectors
Mr. John Sciamanna (May 2)
John Sciamanna is one of the most influential and knowledgeable child welfare advocates in the entire country. His keynote presentation will explain the new federal Family First Act and its impact on Ohio’s community child welfare and behavioral health agencies, both public and private.
Mr. Sciamanna is the Vice President for Public Policy for the Child Welfare League of America, and has served CWLA in advocacy capacities for over 11 years. Mr. Sciamanna also has leadership roles with the National Child Abuse Coalition and the National Foster Care Coalition. He started his career as a Legislative Assistant in the U.S. Senate where he focused on Social Security and children’s issues.
